Gary Paschall
Assessor of Property


Gary proudly served in the United States Air Force from 1974 thru 1984.

Langley AFB, VA, 1974-1976

RAF Mildenhall, England, 1977-1979

USAFRecruiting Squadron , Dyersburg, TN, 1980-1984

Area manager Goodyear, Union City, TN, 1987-2000

He is a licensed Real Estate Broker and a licensed Certified Residential Appraiser in Tennessee. He also holds an Auctioneer license in Tennessee.

In the past 25 years, Gary has amassed over 800 hours of education in appraising real estate, both fee appraisal and mass appraisal.

Gary and his wife Debbie attend the Northside Church of Christ in Trenton.

He is a member of the Dyer Lions Club, the TNAAO (Tennessee Association of Assessing Officers), the WTNAAO (West Tennessee Association of Assessing Officers), and the TIAAO (Tennessee Chapter of the International Association of Assessing Officers).

Gary was the TIAAO Member of the Year for 2017-2018 and the WTNAAO Assessor of the Year for 2012.

He has achieved the status of Certified Public Administrator by the State of Tennessee, administered by the County Technical Advisory Service.

Gary and his wife Debbie reside between Dyer and Trenton. They have 2 children, Jonny Paschall (Amy) and Amanda Bradberry (Michael) and 7 grandchildren.



Rebecca Cooper

Deed/Greenbelt Specialist & Deputy Assessor


Rebecca is responsible for data entry, qualifying deeds, and keying new parcel cards for splits. She is also responsible for all greenbelt applications, new-owner questionnaires, exempt to taxable prorations, rollbacks, and change notices as needed. Rebecca is also a notary public.

Taylor Allmon

Personal Property Specialist & Deputy Assessor


Taylor is responsible for assisting with personal property. She creates IDs for new businesses, keys incoming schedules, and provides other assistance with personal property as needed. She also obtains and verifies deeds from Rebecca by checking the pertinent information (map/parcel, acreage, price, owner, etc.). Taylor is also a notary public.

Ray Carroll

Field Appraiser & Deputy Assessor


Ray is responsible for reviewing all properties in the county. He verifies that our records reflect each property accurately. He also assists with building permits and keying as needed.

Sheila Carlton

Part-Time Review Specialist & Deputy Assessor


Sheila is responsible for keying changes including sketching new dwellings and outbuildings. She assists Tammy with field review as needed. She reviews the changes made on property record cards. Sheila is also a notary public.
