Alicia Owens
Assessor of Property
Alicia Owens was born and raised in Gibson County and has over 20 years of expertise in both residential and commercial property in West Tennessee.
Active in the community and numerous causes, Alicia was named the Gibson County Co-Person of the Year by the Greater Gibson County Chamber of Commerce in 2017. She was also part of a group of entrepreneurs that purchased a then Jackson radio station moving it back to Gibson County to help serve citizens in the area.
Alicia and her husband Bradley have two children, Brock and Ava, and are active members of Antioch Baptist Church in Humboldt.
In 2024, Alicia was elected by the voters of Gibson County to be the county's Assessor of Property.

Tammy Mayo
Chief Deputy Assessor & Review Appraiser
Tammy serves as office manager and oversees the office in the absence of the assessor. She is responsible for reviewing property records as well as measuring, classifying, and entering new construction from the building permit list into the state/county database. She is also responsible for classifying and verifying mobile home park ownership. She keys changes and provides mapping assistance when inclement weather prohibits field review. Tammy is also a notary available to serve the public.
Debbie Roberts
Personal Property Specialist
Debbie is responsible for all facets of personal property. She mails out and keys personal property schedules, conducts audit monitoring, reviews current and prior assets, and reviews lease reports. She is also responsible for discovery monitoring (checking newspapers for new business announcements, etc.), filing personal property cards and change notices, and keying assistance as needed. Debbie is also a notary available to serve the public.
Rebecca Lee
Deed, Mapping, and Greenbelt Specialist
Rebecca is responsible for data entry, qualifying deeds, and keying new parcel cards for splits. She is also responsible for all greenbelt applications, new-owner questionnaires, exempt to taxable prorations, rollback notices, and change notices as needed. She and Taylor share the deed responsibilities as well as the mapping responsibilities. They are responsible for making mapping corrections as needed and creating maps/parcels for new subdivisions. Rebecca is also a notary available to serve the public.
Taylor Allmon
Deed and Mapping Specialist
Taylor is responsible for data entry and qualifying new deeds. She and Rebecca share the deed responsibilities as well as the mapping responsibilities. They are responsible for making mapping corrections as needed and creating maps/parcels for new subdivisions. She is also responsible for verifying legal descriptions. She provides keying assistance as needed. Taylor is also a notary available to serve the public.
Angela Kilburn
Personal Property Specialist
Angela is responsible for assisting with personal property. She creates IDs for new businesses, keys incoming schedules, and provides other assistance with personal property as needed. Angela will also be responsible for the online portion of personal property.
Lee Temple
Field Reviewer
Lee is responsible for reviewing all properties in the county. He adds and removes buildings, pools, home additions, new constructions, and demolitions so that our database reflects the property as accurately as possible at the time of his visit. He also provides keying assistance as needed.
